-> Skilled workers and
-> International student graduates
Through three immigration streams:
1. Skilled Workers in Manitoba,
2. Skilled Workers Overseas, and
3. International Education streams.
These invitations, also known as Letters of Advice to Apply (LAAs), were distributed among their respective Expression of Interest (EOI) score requirement:

Skilled Workers Overseas— 8 LAAs – a minimum score of at least 824; and

Express Entry Pathway
Among all the LAAs issued in these different categories on the August 28 draw, 23 were handed to candidates with a valid profile in the federal Express Entry system.
Immigration Candidates who were qualified for the Express Entry pool are ranked based on a Comprehensive Ranking System (CRS) score that was considered on human capital factors such as
2. Work Experience,
3. Education, and
4. Language Ability.
As expected, The highest-scoring candidates were invited to apply for Canadian permanent residence (Canada PR) through regular draws from the Express Entry pool. Canada is Planning to Invite 1 million immigrants incoming 3 years (2020- 2022) so we can expect an increase in the number of draws every month.
It is known that those who receive a provincial nomination are awarded an additional 600 CRS points and are effectively guaranteed an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada (IRCC).
All the Express Entry candidates who received a provincial nomination from Manitoba in this recent draw declared a valid Express Entry ID and provided a job seeker validation code.
Manitoba’s Expression Of Interest (EOI) system:-
People who are interested and want to immigrate through Manitoba’s Provincial Nominee Program (PNP) need to register an Expression of Interest with the Manitoba PNP to receive an LAA through the
-> Skilled Workers in Manitoba and
-> Skilled Workers Overseas streams.
Under Manitoba’s system, such candidates are ranked out of 1,000 points for human capital characteristics such as their
1. English or French language skills,
3. Work Experience,
4. Manitoba connections,
and other factors.
These above three factors will decide if you will receive an invitation and the other two factors can improve your chances.
Manitoba immigration streams
The Skilled Workers Overseas Category and Skilled Workers in Manitoba streams allow the province of Manitoba to nominate skilled workers who can support Manitoba’s local labor market needs.
People who overseas need to have a connection to Manitoba. This could be close family ties or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives.
The best thing for Overseas Candidates is that they do not need to be physically present in Manitoba at the time of the application to be eligible.
Successful candidates in the Skilled Workers in Manitoba category must meet certain criteria, such as having a full-time permanent job offer from an employer in Manitoba.
International students that graduated from an educational institution in Manitoba may receive an LAA under the International Education Stream if they have in-demand skills.
