Recent Changes in Australia PR Visa Rules

Applying for an Australia PR Visa is a major milestone—but staying current with evolving visa rules is just as critical. In 2025, Australia introduced sweeping reforms affecting skilled migration, points tests, employer‑sponsored pathways, student visas, and family reunification. Whether you’re a skilled worker, graduate, student, or employer sponsor, these updates can impact your eligibility, timing, and strategy.

Phoenix GRS is here to guide you through each change and help you plan your journey effectively.

1. New Core Skills Occupation List (CSOL)

Australia has replaced the multiple occupation lists (MLTSSL, STSOL, ROL) with a unified Core Skills Occupation List (CSOL) effective July 1, 2025. The CSOL covers ~456 priority occupations—used for Subclass 189, 190, 491, 494, and the new Skills in Demand (SID) visa stream.

What this means for you:

  • Verify your occupation against CSOL before applying.

  • If your job is off-list, you will no longer qualify under skilled or employer‑sponsored pathways.

Regular updates mean applicants should check eligibility often.

2. Introduction of Skills in Demand (SID) Visa

The Skills in Demand visa replaced the Subclass 482 (Temporary Skill Shortage) visa in December 2024 and took effect across employer‑sponsored pathways from mid‑2025.

SID Streams:

  • Core Skills Stream: occupations listed on CSOL, salary threshold ~AUD 76,515

  • Specialist Skills Stream: roles above AUD 141,210, no occupational restrictions

  • Essential Skills Pathway: under development for low‑salary essential sectors

Key improvements:

  • One year of relevant work experience (reduced from two)

  • Applicants can change employers within 180 days without restarting sponsorship

Faster processing times (aim: 7 days for core, 21 for specialist), though delays persist with many core applications taking 43–84 days.

3. Revised Income Thresholds (TSMIT & SSIT)

From July 1, 2025, the Temporary Skilled Migration Income Threshold (TSMIT) has increased to AUD 76,515, and the Specialist Skills Income Threshold (SSIT) to AUD 141,210 per year.

  • Applies to new nominations under Subclass 482/SID, Subclass 186, 494

  • Employers must provide market-evidenced salaries that meet or exceed these thresholds

  • Existing applications lodged before the date may be assessed under prior thresholds

  • Higher thresholds aim to protect local wage standards and favour high‑skilled migrants

4. Major Points Test Reform for Skilled Migration

The General Skilled Migration Points Test (for Subclass 189, 190, 491) has undergone its most significant overhaul since 2012. Changes include:

  • Age: 25–32 years now awarded 30 points (up from 25); 33–39 reduced to 20

  • Regional Study/Living: 20 points (up from 15) after two+ years in designated areas

  • STEM Degrees: 10 bonus points for science, technology, engineering or maths discipline

  • English Proficiency: Superior English (IELTS 8+) now yields 20 points vs 10 previously

  • Partner Skills: Skilled partner = 15 points; Partner with only English = 10; Single applicants now get 10 instead of 5

Total minimum remains 65 points, but successful invitations increasingly draw from high‑point scorers in STEM, regional study, or younger age brackets, often 85–95+ points.

5. Student and Graduate Visa Overhaul

Key updates impacting student and Graduate (Subclass 485) visa holders include:

From Jan 1, 2025:

  • Student visa applicants must submit a Confirmation of Enrolment (CoE) at the time of application; Letters of Offer are no longer accepted.

From July 2025 onwards:

  • Student visa fees jumped from AUD 1,600 to about AUD 2,000; financial evidence and English score thresholds increased substantially.

  • Temporary Graduate visa (Subclass 485): age limit lowered to 35 (exceptions apply), duration varies by qualification (up to 3 years). English test requirement raised to IELTS 6.5 overall, minimum 5.5 per band. The visa fee rose from AUD 1,945 to AUD 2,235.

Visa switching restrictions:

Holders of Visitor (Subclass 600), 485, or Maritime Crew visas cannot switch onshore to a student visa. Tighter Genuine Student test rules apply.

6. Family & Innovation Visa Updates

Partner / Parent Visas:

  • Simplified pathways for partner visas: single-step applications, faster processing, flexible relationship evidence accepted

  • New Parent visa options for 3–5 year temporary stays leading to PR, aimed at reducing backlog and better managing sponsorships.

National Innovation Visa (Subclass 858):

  • Replaces Global Talent visa from December 2024

  • No longer requires Prime Minister’s envoy endorsement

  • Targets high achievers in research, technology, advanced manufacturing, AI, medtech

South Australia now open to Registrations of Interest under NIV stream.

7. Migration Planning Levels & Net Migration Goals

Australia’s permanent migration cap remains at 185,000 places in 2025–26, with ~132,200 allocated for skilled migrants. The government aims to steadily reduce net migration to about 255,000 by 2025–26 to align with infrastructure and housing supply constraints.

Eligibility and invitation strategies will be shaped by quota allocations per visa stream and labour market needs.

8. Processing Delays & System Bottlenecks

Despite faster design targets, many SID visa applicants—especially in the Core Skills stream—are facing processing delays:

  • 50% of Core stream decisions still take up to 43 days, and 90% up to 84 days

  • Specialist stream fares slightly better (50% in ~8 days, 90% in ~46 days)
These delays are slowing workforce needs and causing uncertainty for employers and skilled applicants.

9. Strategic Implications for Australia PR Visa Applicants

Tips to Align Your PR Strategy:

  1. Always check CSOL eligibility before applying under skilled or employer-sponsored streams

  2. Target STEM degrees, regional residency or education, and aim for high IELTS bands to maximise point potential

  3. Plan employer sponsorship carefully: salary must meet elevated thresholds; documentation of genuine labour market efforts essential

  4. Students and 485 visa holders: avoid onshore course or visa switching, meet new English and financial criteria, and secure CoE in advance

  5. Consider innovation streams like NIV for high-skilled professionals and entrepreneurs

  6. Begin submissions early to counter processing delays in SID pathways
